Personally I get the frustration. I see cars speeding all the time down my street. And I have personally yelled at drivers to slow down. 
In times where the city has a tight budget, it amazes me how very little research goes into alternatives to old methods of fixing a problem. 
I did a little research and found that there some some municipalities that are removing speed tables and moving to a more effective approach. And by the way, much cheaper.
